Secretary of War Pete Hegseth speaks at the National War College at Fort McNair,Washington, D.C., Nov. 7, 2025. He called out major changes to the requirements and acquisition systems for defense, including multiple advancements that the members of the MOSA Network have been advocating for several years, including:
- Streamlining Requirements and Testing
- Moving from PEO to PAE (Portfolio Acquisition Executive) structure with more clear authority over cost, schedule, and performance decisions across programs
- Making MOSA a first class decision in acquisition
- Keeping at least two sources of supply engaged for components
- Modular acquisition directly from third party suppliers
